I've been seeing a light-colored, smallish bird that hovers in the air, flapping its wings while stationary, and tilted upright (not like it flies, but like it were standing up). I see these in the hills of the peninsula - portola valley, woodside, etc.

Re: What kind of bird is this?
Mon, November 27, 2006 - 9:40 PMis it white? does it have red eyes and black shoulders? then it may indeed be a white-tailed kite. they do hover. I have usually seen them in the flatlands around the bay, or any open area where there are small animals for them to hunt. they are graceful and beautiful birds. I'd recommend picking up a copy of the Sibley's guide to help with further identification.
